Winona State University - Comprehensive Facilities Plan

An Integrated Resiliency Plan for Winona's Brilliant Tomorrow

In 2021, Winona State University set out to redefine the traditional Comprehensive Facilities Planning process typically undertaken by Minnesota State institutions in order to create a “resiliency plan that addresses the future of learning and provides a comprehensive, integrated framework for an equitable, climate-positive, and regenerative campus.”

Working with the University’s Core Committee, HGA’s integrated team of architects, planners, researchers, engineers, and sustainability specialists drafted six guiding principles that anchored the planning process:

  1. Advancing campus culture to promote DEAI and collaboration
  2. Generating plans that are data-informed and actionable
  3. Crafting innovative and adaptable spaces to support the future of learning
  4. Reinforcing academic excellence through hands-on learning
  5. Focusing on sustainability and resiliency
  6. Supporting growth in Rochester as well as connections in the Winona community

Key aspects of the planning:

  • On-site walkthroughs and analysis of existing building and site conditions
  • Ten one-on-one senior leadership interviews
  • Monthly multi-disciplinary Core Committee meetings
  • Hybrid (virtual and in-person) workshops on the Future of Learning and Sustainability
  • Meetings with cabinet, sustainability committee, facilities and finance committee, local community leaders, student senate
  • Hybrid (virtual and in-person) Town Hall forum featuring opportunities for asynchronous and synchronous feedback from all attendees
  • Collaboration with a BIPOC-owned marketing/branding firm for development of the plan’s key messaging, tagline, and communications plan
  • Stormwater and site analysis, including urban arboretum and multi-modal circulation
  • Renewable energy analysis, including calculations for needed on-site solar PV and area required for geothermal energy systems
  • Central plant optimization study
  • Production of an alternative “e-publication” synthesizing the key findings of the plan
