HGA

The Payne-Maryland Development is a multi-block project surrounding Payne and Maryland Avenues on St. Paul's ethnically diverse East Side. Envisioned as a community magnet, the comprehensive development consists of a library, recreation center, church and funeral home. HGA is currently developing the program and master plan for the development, which will be built in two phases. Phase One consists of a replacement library for the Arlington Hills Library and a new St. Paul Recreation Center. Phase Two includes the development of the church and the funeral home.
